As of October 2026, Dubai does not levy personal income tax on an individual’s ordinary rental income, capital gains tax on a private property sale, or an annual property tax. A Russian tax resident, however, generally declares Dubai rent and a taxable sale in Russia: rental income is taxed at 13%–22%, while a sale before the applicable holding period may be taxed at 13% or 15%. Opening a UAE bank account can also create Russian currency-control reporting duties if you spend more than 183 days in Russia.
Dubai property taxes: what a private buyer actually pays
The phrase “tax-free property in Dubai” is only partly accurate. There is no recurring annual tax comparable to a municipal property tax, no personal income tax on long-term rental income, and no separate capital gains tax for an individual selling a privately held residential property.
That does not mean ownership has no costs. At purchase, the Dubai Land Department fee is 4% of the purchase price. In practice, it is commonly paid by the buyer, although the legal allocation is described as 2% and 2%. The registration process also involves trustee-office charges: AED 4,000 plus VAT for property priced from AED 500,000, or AED 2,000 below that level. A title deed fee is AED 250. Before committing to a budget, use the Dubai property fees calculator to model the DLD and trustee costs alongside the agreed price.
Residential property is generally exempt from VAT. The first supply of a newly completed residential building within three years of completion is subject to a zero rate. Commercial real estate is treated differently and may be subject to 5% VAT. The VAT position should be reviewed separately where the asset is commercial, mixed-use, held through a business, or connected with licensed accommodation activity.
There is no separate Dubai tax payable by a private owner merely because the property rises in value or is sold. A seller may still face transaction expenses such as a developer’s NOC, mortgage release costs where relevant, and agreed brokerage charges. Their amount depends on the property and transaction documents. For the practical sequence of an exit, see how to sell an apartment in Dubai.
DLD data for the 12 months to October 2026 shows 12.7% fewer transactions and a 7.1% lower median price than a year earlier. A buyer should therefore separate tax rules from the commercial case for a particular unit. The absence of a yearly property tax does not remove market, vacancy, service-charge, financing, or resale-price risk.

Rental income in Dubai: no personal income tax, but operating rules still matter
For an individual holding an investment property without conducting a licensed business, income from real estate is outside the UAE Corporate Tax calculation. This remains so regardless of the amount of property income. The rule follows the treatment of real estate investment by natural persons under the UAE Corporate Tax framework.
The 9% UAE Corporate Tax should not be confused with a tax on every landlord. For a natural person, Corporate Tax can apply where business turnover exceeds AED 1 million in a calendar year. Passive real estate investment is excluded only where it is not conducted through a licence and does not require one.
Short-term or holiday-home letting requires a licence and does not fall within that passive-investment exclusion. The tax position of a licensed short-term rental operation must be assessed with a UAE tax adviser before it begins. The fact that the owner is an individual does not by itself settle the issue.
Dubai also has a housing fee calculated at 5% of annual rent and collected monthly through DEWA. For an ordinary Ejari tenancy, it is paid by the tenant rather than the landlord. Where the owner occupies the property, the assessment basis may use the RERA rental index. Lease terms, DEWA records and the form of occupation should be checked before assuming who will bear the charge.
Service charges are not a tax, but they affect the net result from both living in and renting out an apartment. They are building-specific recurring charges and can materially change the economics of a property that appears attractive on gross rent. The mechanics are explained in service charges and their impact on property returns.
Russian tax residence changes the answer
For Russian tax purposes, the central question is not citizenship, Emirates ID, or a UAE residence visa. It is Russian tax residence. A person who is in Russia for 183 days or more under the applicable 12-month test is generally treated as a Russian tax resident and pays Russian personal income tax on both Russian and foreign income.
A Russian tax resident must normally include rent from Dubai property in Russian taxable income. From 2025, the progressive rates for this category of income are 13% up to RUB 2.4 million, 15% from RUB 2.4 million to RUB 5 million, 18% from RUB 5 million to RUB 20 million, 20% from RUB 20 million to RUB 50 million, and 22% above RUB 50 million. Higher rates apply to the excess over each threshold.
The usual filing deadline for a 3-NDFL return is 30 April of the following year, with payment due by 15 July. A Russian tax adviser should determine the taxable amount, the treatment of expenses, the relevant exchange rates, and whether any special facts affect the declaration.
| Status for Russian tax purposes | Dubai rent | Sale of Dubai property | UAE bank account |
|---|---|---|---|
| Russian tax resident | Generally declared in Russia and taxed at 13%–22% under the progressive scale. | May be taxable in Russia at 13% or 15% if no exemption applies. | Notification and annual reporting duties can apply under currency-control rules. |
| Russian tax non-resident | Dubai-source rent is not subject to Russian personal income tax. | A Dubai-property sale is not subject to Russian personal income tax. | Currency-control status must be checked separately; time spent abroad can affect reporting obligations. |
A Russian non-resident generally pays Russian personal income tax only on Russian-source income. Rent from property in the UAE and income from its sale are foreign-source income. On that basis, no Russian NDFL or Russian return is due solely because of Dubai rent or a Dubai sale. Tax residence is determined by facts, not by a label chosen at the time of purchase.
Sale of a Dubai apartment: the Russian five-year rule
A Russian tax resident should not assume that a tax-free sale in Dubai is also tax-free in Russia. The standard minimum ownership period for exemption is five years. In specified cases, including inheritance, a gift from a close relative, or a life-maintenance agreement, Russian law provides a three-year period. The applicability of an exception to overseas property should be checked for the owner’s facts.
For a foreign property we found no dedicated Russian guidance; the period is usually counted from the date ownership arose, supported by registration and payment documents. The document evidencing title in Dubai and the actual registration date therefore matter. A reservation form, instalment plan, handover date and title registration may have different legal effects; do not substitute one date for another without professional confirmation.
If the sale takes place before the exempt period has been completed, the owner may generally reduce Russian taxable income either by the RUB 1 million property deduction for residential property or by documented acquisition expenses. Foreign-currency purchase expenses are translated using the Bank of Russia exchange rate on the date of payment. Sale income and purchase costs may therefore produce a ruble tax base that differs from the economic result measured in dirhams.
Income from the sale of real estate is subject to the 13% and 15% Russian rates, with RUB 2.4 million as the threshold for the higher rate. A sale below the five-year period is not automatically a 15% tax on the entire sale price: the calculation depends on the taxable base after the available deduction or documented expenses.
A sale through a representative under a power of attorney does not erase the owner’s tax position. The seller remains the person whose ownership and income are assessed. The form, wording, legalisation and acceptance of a power of attorney depend on the transaction procedure and the parties involved, so a Dubai lawyer and the relevant registration office should confirm the documents before signing.
The Russia–UAE tax treaty from 2026
The new Russia–UAE double tax treaty was signed on 17 February 2025, ratified by Federal Law No. 189-FZ of 7 July 2025, entered into force on 18 July 2025, and applies from 1 January 2026. It replaced the 2011 agreement.
The treaty allows income from immovable property, including rent, to be taxed where the property is located. It also allows gains from the sale of immovable property to be taxed in the country where that property is located. Dubai’s absence of personal income and capital gains taxes does not create a Russian exemption for a Russian tax resident.
The treaty’s credit mechanism only credits tax actually paid abroad where the relevant conditions are met. If no UAE tax was paid on private rental income or a private sale, there is nothing to credit against Russian NDFL. This is why “there is a treaty” should not be read as “Dubai rent is tax-free in Russia.”
From 1 January 2026, the UAE is also excluded from the Russian Ministry of Finance offshore lists referenced in the 2025 orders. The consequences for corporate structures, controlled foreign companies and dividend arrangements depend on the owner’s structure and should be addressed with a Russian tax specialist.
UAE bank accounts, transfers and Russian currency control
We found no separate Russian notification duty for owning Dubai property itself. We found no general obligation to notify Russian authorities about the apartment merely because it was purchased. A UAE bank account is different.
A Russian currency resident who spends more than 183 days in Russia during a calendar year must generally notify the Russian tax authority about opening, closing, or changing the details of a foreign bank account within one month. The relevant notification form is established by Federal Tax Service Order No. SD-7-14/349@ of 26 April 2024.
An annual report on movements of funds in the foreign account is generally due by 1 June of the following year. There are exemptions, including for people who spent more than 183 days abroad in a calendar year. There are also conditions connected with accounts in jurisdictions participating in automatic exchange of financial information and specified turnover or balance levels. The precise application of those conditions should be confirmed before relying on an exemption.
Rent received from a non-resident tenant into a foreign bank account is permitted under the currency-control rules. The position is different if the tenant is a Russian resident, so the tenant’s status should be established rather than assumed. Payments outside the permitted rules may lead to administrative liability under Article 15.25 of the Russian Code of Administrative Offences; the amount depends on the breach.
According to Federal Tax Service lists, the UAE takes part in automatic exchange of financial information (order No. ЕД-7-17/883@, item 46), so a UAE account should not be treated as invisible to Russian authorities. Keeping rental proceeds in the UAE does not cancel Russian NDFL for a Russian tax resident and does not remove account-reporting obligations where they apply.
Opening an account is a bank decision based on its compliance procedures; a broker cannot open one or accept client money. The practical requirements are outlined in opening a UAE bank account as a non-resident. For purchase funds, the broker can explain the transaction sequence, while the bank and a qualified adviser must confirm the permitted payment route. See how to transfer money from Russia for a UAE property purchase for the operational steps.
What is known about Russian tax service data on UAE property deals
Media reporting by RBC on 28 October 2026 said that Russia’s Federal Tax Service (FNS) had begun requesting explanations and documents concerning some Russians’ UAE property transactions. According to RBC’s report, the requests were selective rather than a mass audit and concerned transactions from recent years, mainly in Dubai. RBC also reported that the requests could seek information on transaction dates and values, parties to contracts, ownership, purchase costs and payment arrangements.
What remains officially unclear is the source and mechanism of any such information. According to RBC’s report, the FNS did not name its source. No official document describing a mechanism for transferring UAE property-deal data to the FNS was found. RBC also reported that the FNS said there was no automatic centralised exchange with the UAE concerning income from the use or sale of property.
CRS concerns the automatic exchange of financial information, while CARF is a framework for crypto-assets that supplements CRS. The UAE Ministry of Finance states that its first CARF exchange is scheduled for 1 September 2028. CARF does not cover real estate, and neither framework is described here as a property-register exchange.
A Russian tax resident should keep records that support their tax position:
- purchase and sale contracts;
- payment records;
- documents showing ownership dates;
- records of declared income;
- foreign-account notifications and reports where applicable;
- controlled foreign company notifications where applicable.
What a broker can and cannot do
A Dubai broker can help compare properties using DLD transaction data, explain the purchase and registration sequence, coordinate documents, and accompany the property transaction. The broker does not provide tax or legal opinions, does not open bank accounts, issue loans, exchange or transfer money, or receive client funds.
Purchase payments should go only through the developer’s escrow account or the trustee office as required by the transaction. Questions about Russian tax residence, a 3-NDFL declaration, treaty relief, foreign-account reporting, a power of attorney, or a licensed holiday-home operation require a tax adviser, lawyer, bank, or relevant authority.
Frequently asked questions
Do I have to pay Russian tax on rent from a Dubai apartment?
If you are a Russian tax resident, Dubai rental income is generally declared in Russia and taxed at 13%–22%. If you are a Russian tax non-resident, rent from UAE property is foreign-source income and is generally not subject to Russian NDFL.
If I leave the rent in a UAE bank account, do I avoid Russian tax?
No. For a Russian tax resident, taxation of rental income does not depend on whether the money is transferred to Russia. A foreign account may also trigger notification and annual movement-reporting obligations.
Will Russian authorities receive information about my UAE account automatically?
You should proceed on the basis that information exchange arrangements exist and that an account is not confidential from tax authorities. The current reporting rules and any exemption should be checked for the relevant year.
Does Dubai charge an annual property tax?
No annual property tax is charged on privately owned Dubai real estate. Buyers still pay the 4% DLD transfer fee at purchase and owners bear property-specific costs such as service charges.
How are the five years of ownership calculated for Russian tax purposes?
For a foreign property we found no dedicated Russian guidance; the period is usually counted from the date ownership arose, supported by registration and payment documents. Confirm the relevant Dubai title date before planning a sale.
Can I sell through a power of attorney?
A representative can be used where the power of attorney is accepted for the transaction, but the owner’s Russian tax obligations remain with the owner. Document requirements should be confirmed with a Dubai lawyer and the transaction registration office.
Is short-term rental treated the same as ordinary annual rent?
Not necessarily. Holiday-home letting requires a licence and may fall outside the passive real-estate exclusion from UAE Corporate Tax. Obtain UAE tax and licensing advice before operating it.
Has the FNS started a mass audit of Russians’ UAE property deals?
According to RBC’s media report of 28 October 2026, the requests described were selective, not a mass audit. The report referred to requests for explanations and transaction documents.
Does CRS or CARF automatically transfer UAE property-register data to the FNS?
CRS concerns financial information, while CARF concerns crypto-assets. CARF does not cover real estate, and no property-register exchange mechanism is described here.
