How much cash can you bring into the UAE: declaring amounts over AED 60,000

You may bring cash into or out of the UAE, but you must declare any aggregate amount exceeding AED 60,000 or its equivalent in another currency. The rule also covers bearer negotiable instruments, precious metals and precious stones. Each traveller aged over 18 is assessed individually; money carried by a child is added to the amount held by the accompanying parent or guardian. A declaration can be made through Afseh or an approved disclosure system at the border crossing.

How much cash can I bring to Dubai?

For travellers entering or leaving the UAE, the disclosure threshold is more than AED 60,000, or the equivalent amount in foreign currency. The threshold applies to the aggregate value of the items covered by the disclosure rules, rather than only to banknotes.

This answers the common question “how much cash can I bring to Dubai?”: an amount of AED 60,000 or less may be carried without a disclosure, subject to the rules that apply to children travelling with adults. Once the aggregate amount exceeds AED 60,000, a declaration is required.

The same requirement applies in both directions. It is relevant to passengers arriving in the UAE and to passengers departing from it. The disclosure process is a border-control requirement; it is not a property-registration payment method and does not replace checks made by banks, developers, brokers or public authorities.

What must be included in an UAE cash declaration?

The rule is broader than physical cash. Travellers must assess the total value of the following items in their possession:

  • cash;
  • bearer negotiable instruments;
  • precious metals; and
  • precious stones.

The AED 60,000 figure applies to the combined amount or value of these covered items. A traveller cannot treat each category as having a separate AED 60,000 allowance where their combined amount exceeds the threshold.

Dubai Customs also refers to cash, bearer monetary instruments and travellers’ cheques in its arrival procedure. Where the amount held by a passenger exceeds AED 60,000 or its equivalent, the traveller must complete the designated declaration.

Rules for adults, children and families

Every family member over the age of 18 may carry up to AED 60,000, or its equivalent, without making a declaration. The assessment is made for each adult traveller.

Children and adolescents under 18 do not have a separate disclosure-free amount that can be used independently from the adult travelling with them. Amounts and financial products in the possession of a minor are added to those of the accompanying adult family member. The combined amount then determines whether the AED 60,000 threshold has been exceeded.

This point matters for families travelling together. If a parent carries cash and a child also has cash, bearer instruments, precious metals or stones, the values must be considered together for the accompanying adult. The applicable requirement is based on the aggregate amount in their possession.

How to submit an Afseh declaration

Afseh is the electronic disclosure system for travellers carrying cash and cash equivalents above the threshold. It is available through a website version and a smartphone application. A traveller may complete the declaration before travel or during the journey.

A declaration may also be made through another approved disclosure system at a UAE border crossing. For a cash declaration UAE airport process, follow the arrangements available at the particular airport or other entry and exit point, and provide the declaration where requested by the competent authority.

The disclosure requirement applies when the amount exceeds AED 60,000. It is therefore different from a rule requiring a declaration at AED 60,000 exactly. Currency values should be considered against the AED equivalent at the time of travel.

What the declaration does and does not do

The Afseh declaration records the traveller’s disclosure of the covered amount. The process does not impose a tax or fee merely because a declaration is submitted.

A declaration should also be kept with supporting records connected with the funds. This may be relevant later if a bank, developer, broker or another regulated party asks for information about the source of funds in connection with a transaction. Their review is separate from the border declaration.

What happens if cash is not declared?

Dubai Customs states that failing to declare items that must be declared is deemed smuggling and is a violation punishable by law. The official procedure does not set out a fixed fine amount for every case.

The federal authority states that enforcement may involve a customs fine under the Unified Customs Law, or referral of the traveller and seized items to the competent law-enforcement authorities depending on the case and its recurrence. The outcome depends on the circumstances considered by the relevant authorities.

For that reason, a traveller whose aggregate amount exceeds AED 60,000 should use Afseh or the approved border disclosure channel rather than assume that carrying the money for a future purchase changes the obligation.

Cash declarations and buying property in Dubai

There are no legal restrictions on using cash to purchase real estate in Dubai or Abu Dhabi. That position does not remove the compliance duties of regulated participants in a property transaction.

Under Federal Decree-Law No. 10 of 2025 and Cabinet Resolution No. 134 of 2025, real-estate brokers and agents are designated non-financial businesses and professions when concluding transactions or settlements for customers in relation to the purchase or sale of real estate. Banks, developers and brokers may therefore need to examine the source of funds and transaction documents. A completed declaration and records relating to the declared amount can be relevant evidence in that review.

Requirements are decided by the relevant bank, developer or other party for the individual transaction. A broker can explain the property process, help prepare transaction documents and support the parties through the sale or purchase, but does not accept client money, exchange currency, transfer money, open accounts or arrange credit. If a payment account or currency is part of the proposed structure, see whether an AED account is needed for a Dubai property purchase and confirm the bank’s own requirements directly with the bank.

Payment arrangements should also match the transaction route. For a broader explanation of documented property-payment options and the parties involved, use this guide to payment methods for buying property in Dubai.

How the rule fits different Dubai property transactions

For a completed property sale, the Dubai Land Department’s sale-registration process is handled through a Real Estate Registration Trustee office. The required transaction documents and payment arrangements depend on the sale. Where a property is mortgaged, the stated procedure includes manager cheques for the bank or developer, the seller and the Dubai Land Department.

For off-plan property, the initial sale is registered as oqood, the official registration of an initial sale in the provisional real-property register. Law No. 8 of 2007 provides for project-specific escrow accounts, and the real-estate brokerage practice requirements instruct brokers to direct buyers to deposit amounts for a property into its respective escrow account.

Border disclosure does not change the registration steps for an oqood purchase, an off-plan sale or a resale transaction. It records the traveller’s disclosure at the UAE border. The parties involved in the property transaction may conduct their own review of documents and source-of-funds information.

Practical records for a declared amount

Keep the confirmation of the Afseh declaration or border disclosure with documents relating to the money and the intended transaction. The exact documents requested later can vary. A bank makes its own decision about account activity and payment requirements; a developer and a broker also have their own compliance obligations.

For a Dubai purchase, transaction records may include the signed sale documentation, property details, the relevant registration path and documents that explain the source of funds. If a broker is involved, the broker can help identify which property documents are needed for the sale process and explain the sequence of the transaction.

No single document removes every later request for information. A border declaration addresses the obligation to disclose amounts above AED 60,000 at entry or exit. It does not by itself determine whether a bank or another regulated party will accept a particular payment arrangement.
