Emirates ID for Property Owners in Dubai: Who Gets It, Validity and Fees (2026)

An Emirates ID card comes only with a UAE residence visa, and its validity matches the visa’s validity. Buying property alone does not give you an Emirates ID. You can complete a Dubai property purchase as a non-resident using your passport.

What the Emirates ID is and how it is tied to the visa

Emirates ID is a biometric smart card issued by the Federal Authority for Identity, Citizenship, Customs and Port Security (ICP). It is mandatory for UAE citizens and residents, including children.

For a foreign resident, the card expires when the residence visa expires. If the residence visa is cancelled, the Emirates ID is cancelled automatically. The card is therefore not a separate immigration status and does not create a right to live in the UAE on its own (ICP).

In practice, the card’s validity follows the visa: work, family, property owner through DLD Taskeen for 2 years, Golden Visa for property for 10 years, Green Visa for 5 years, and retirement for 5 years. A family member’s visa, and therefore card, cannot last longer than the sponsor’s visa.

Who can get the card

ICP issues Emirates ID cards to three applicant categories. A tourist or other non-resident cannot obtain a standalone Emirates ID. As a foreigner, you apply as part of the residence process.

  • UAE citizens: 5 years under 21 (AED 100); 10 years from 21 (AED 200).
  • GCC nationals: 5 years (AED 100).
  • Foreign residents: same period as the residence visa; AED 100 for each visa year plus an AED 100 smart-service fee.

GCC nationals are citizens of Saudi Arabia, Kuwait, Bahrain, Qatar and Oman. UAE citizens can renew during the final year of card validity. GCC nationals and foreign residents can renew during the final 6 months (ICP).

From property purchase to the card: the owner’s route

Property ownership can support a residence application, but it is the approved residence visa that leads to the Emirates ID. The usual order is: qualify for the owner residence route, obtain the residence visa, then receive the ICP card for the same period.

For the GDRFA Dubai property-owner residence permit, the property must be completed, suitable for living, and supported by a title deed from the government registrar. GDRFA Dubai states that the property must be fully owned by you. It also requires monthly income of at least AED 10,000, or proof of financial solvency for the full visa period. Vacant-land owners do not qualify under these conditions (GDRFA Dubai).

DLD Taskeen provides a 2-year property-owner route. For sole ownership, an apartment may be of any value. For co-owners, your share must be at least AED 400,000. The property Golden Visa route is for a property or properties valued at least AED 2 million and is issued in Dubai for 10 years. Your Emirates ID is issued for the same visa period.

How to apply: steps

  • Obtain an entry permit. This is the entry-status step before residence formalities.
  • Complete the medical fitness test if you are 18 or over. The test includes checks for tuberculosis and HIV at an accredited medical centre. The result is sent electronically to ICP or GDRFA.
  • Submit the Emirates ID application and provide biometrics. Biometrics include fingerprints, a photograph and a signature. You can use ICP Customer Happiness Centres or accredited service centres.
  • Complete the residence visa process connected to the card application. The card is delivered by courier after the visa is confirmed.

The official service time stated for issuing a residence permit or renewing an identity card is 5 working days (ICP). Your actual timing can depend on completion of the linked residence steps.

What the card itself costs

For a foreign resident, the ICP base rate is AED 100 for every year of residence. The smart-service fee for an application through the website or app is AED 100. An urgent service at a centre costs AED 150 extra.

Replacement of a lost or damaged card costs AED 300, plus the smart-service or urgent-service charge where applicable. These are official ICP rates. A service centre may add its own service charges, so check the total in ICP Smart Services or at the centre on the application date (ICP).

Renewal, the 30-day grace period and fines

After an Emirates ID expires, ICP gives you a 30-day grace period to complete renewal without an ID-card fine. After that period, the fine is AED 20 per day, capped at AED 1,000. This is a fine for an expired identity card.

It is separate from any overstay issue after a residence visa ends. Official sources set different overstay rates for different situations, so check the applicable amount in ICP Smart Services for your own visa category rather than relying on a general figure.

A property-owner visa holder has 60 days to remain in the UAE after expiry or cancellation of the visa, according to GDRFA Dubai. Certain Golden Visa and Green Visa holders and their family members have an extended grace period of up to 6 months after visa expiry or cancellation. Other categories should be checked with the relevant authority on the date of application.

Buying and owning property without an Emirates ID

An Emirates ID is useful for identification, but it is not a condition for buying Dubai property as a non-resident. At a Trustee office for sale registration and Contract F, a foreign non-resident can use a valid passport. Residents normally use Emirates ID for identification (DLD).

Foreign buyers, including non-residents and UAE resident expatriates, may acquire freehold, usufruct or leasehold rights of up to 99 years in designated areas. The official property ownership information does not make an Emirates ID or residence visa a condition of purchase.

You can also access DEWA without an Emirates ID. Emirates ID holders sign in through UAE PASS, while businesses and people without Emirates ID may use DEWA credentials.

For bank accounts and mortgages, there is no official government source setting one document list for all banks. Each bank sets its own requirements. In practice, a residence visa and Emirates ID are commonly required for a local account and many mortgage products, while non-resident products are more limited. Confirm requirements with the bank you choose.

New-generation card, digital ID and UAE PASS

Since 11 April 2022, a residence visa sticker is no longer placed in the passport. The new-generation Emirates ID holds the information that was previously shown on the visa sticker, including the employer or family sponsor, profession and place of issue. The residence and Emirates ID applications are now combined (ICP).

A digital version of the card is available in the ICP UAE app and through UAE PASS. UAE PASS is a digital identity and electronic-signature application. You can create a UAE PASS account using a passport without Emirates ID, but this gives Basic access with limited functions. Full functionality is available to Emirates ID holders.

No official rule was found that says a digital card replaces the physical card in every situation. Take the physical card with you when a transaction or bank asks for identification.

Children

Emirates ID is mandatory for children who are UAE citizens or residents. ICP records fingerprints and a signature from age 15 through its Basmah 15 programme (ICP).

Common misconceptions

  • “Buying an apartment gives me Emirates ID.” It does not. You receive the card only through a residence visa.
  • “My visa must appear as a passport sticker.” Since 11 April 2022, residence status is evidenced through the Emirates ID rather than a new visa sticker.
  • “I cannot buy property without Emirates ID.” A foreign non-resident can use a valid passport at the Trustee office and can use DEWA credentials.
  • “The ID-card fine is the same as an overstay fine.” They are different matters. The expired-card fine is AED 20 per day, up to AED 1,000.
  • “UAE PASS always requires Emirates ID.” Passport registration is possible, but the account has limited Basic access.
