This topic tests whether you can identify the correct registration route, documents, fees and payment mechanics for Dubai real estate transactions. Questions may combine DLD registration charges, Trustee Office fees, Oqood and Title Deed procedures, mortgage registration, gifts, usufruct and VAT treatment.
For a broker, these rules matter because transaction costs, required cheques, NOC timing and registration documents must be clear before the transfer appointment. In our 30-question training simulation, this topic accounts for approximately one question; this is based on the experience of our brokers, as the official DLD exam format is not publicly published.
DLD registration fees and who pays
The standard DLD fee for a completed-property sale is 4% of the sale value. Under ECR 30/2013, the parties split it equally, 2% + 2%, unless they agree otherwise. In company practice, the buyer may pay the full 4%, but this is a contractual arrangement rather than a statutory rule.
- Example: AED 1,750,000 × 4% = AED 70,000, payable to DLD by manager’s cheque.
- Initial sale registration through Oqood: 2% seller + 2% buyer, plus AED 10 knowledge fee and AED 10 innovation fee from each side.
- Issuing a Title Deed: AED 250.
- Contract A and Contract B have no fee.
- For a warehouse, the fee is AED 10 per m² of land, with a minimum of AED 10,000.
Special registrations and calculations
- Gift to a first-degree relative or company: 0.125% of the valuation, with a minimum of AED 2,000.
- Inheritance registration: AED 1,000 per property, plus Title Deed AED 250, cards and a partner fee of AED 130.
- Takharuj, meaning transfer of one heir’s share to another heir: 1%.
- Mortgage registration: 0.25% of the loan amount, not the property price.
- Usufruct registration: 2% of the property value.
- A lease or usufruct arrangement exceeding 10 years is tested at 4% of the total contract value; absent another agreement, it is split 2% + 2%.
Trustee Office, documents and payment
For a completed property, the transaction file includes the Title Deed, NOC, Contract F, Emirates ID and passport for both parties, an original POA where applicable, a manager’s cheque for the 4% DLD fee and a Sale Cheque. For an off-plan transfer, the Oqood, NOC, SOA and Contract F are required instead of a Title Deed.
- Completed-property Trustee Office fee: AED 2,000 + 5% VAT = AED 2,100 below AED 500,000; AED 4,000 + VAT = AED 4,200 from AED 500,000.
- Off-plan/Oqood Trustee Office fee: AED 3,500 + VAT = AED 3,675 below AED 500,000; AED 5,000 + VAT = AED 5,250 from AED 500,000.
- Trustee Office fee figures are based on secondary sources and should be checked on the transaction day.
- Bank-card limits are often lower than the DLD fee, so the limit may need to be increased in advance.
VAT, compliance and penalties
- The first sale or lease of new residential property within three years of completion is subject to 0% VAT.
- Secondary residential property is exempt from VAT.
- Commercial property is subject to 5% VAT; bare land is exempt.
- Broker commission is subject to 5% VAT.
- Brokerage without a RERA licence carries a fine of AED 50,000; a repeat of the same violation within one year doubles the fine, subject to a AED 1,000,000 cap.
- A broker or developer who assists in avoiding DLD fees is liable for double the fee.

Common exam traps
- Do not say that the buyer pays the 4% DLD sale fee by law. The legal default is 2% + 2%, unless the parties agree otherwise.
- Do not calculate the mortgage-registration fee from the property price. It is 0.25% of the loan amount.
- Do not apply the 4% sale rate to a gift between first-degree relatives: the rate is 0.125%, subject to a AED 2,000 minimum.
- Do not confuse a completed-property Title Deed with Oqood registration for an off-plan property.
- Do not confuse 2% usufruct registration with the 4% rate tested for lease or usufruct arrangements exceeding 10 years.
- Do not present Trustee Office, Ejari or developer NOC figures from secondary sources as fixed official amounts; verify them on the transaction day.
