A lawful Dubai property advertisement should show a Trakheesi advertising permit number and, since 24 April 2023, a Madmoun QR code. Scan the QR code to open the permit record and compare the advertising company and property description with the listing; then check the broker’s BRN and the agency’s ORN in Dubai REST.

## What Trakheesi is and why a listing needs a permit

Trakheesi is the system used for real estate advertising permits in Dubai. A permit connects an advertisement to an authorised real estate activity rather than leaving the listing as an unverified image, social-media post, portal entry, brochure, or message sent by an individual.

The practical point for a buyer or tenant is simple: a permit number gives the advertisement an identifiable regulatory record. If a property is promoted for sale, rent, or off-plan purchase, ask for the Trakheesi permit number before treating the advertised price, availability, company name, and property details as reliable.

For off-plan property, the requirement is particularly relevant. Article 5 of Law No. 8 of 2007 states that a developer may not advertise locally or internationally, or take part in exhibitions to promote off-plan units or real property, without written authorisation from the Dubai Land Department.

A permit does not replace review of the sale agreement, title documentation, project registration, payment instructions, or the parties involved. It verifies that the advertisement has an approval record. The buyer should still compare the advertised unit with the documents provided for the proposed transaction.

### What to ask for when the permit is missing

Ask the advertiser to provide the Trakheesi permit number and the Madmoun QR code used for that specific advertisement. A general company brochure, a business card, a screenshot of another property, or a statement that the unit is “exclusive” does not substitute for an advertisement permit record.

If the person says that a permit is unnecessary because the listing is shared privately, posted temporarily, or offered only to selected buyers, that does not provide you with a way to verify the advertised property through the permit record. Treat the absence as a reason to pause and obtain matching information before sending money or signing documents.

## Madmoun QR code: how to verify a Dubai property advertisement

Madmoun is a Dubai Land Department service available through Trakheesi. From 24 April 2023, real estate companies were required to place its QR code on print and audiovisual advertisements. The code is intended to let a customer view authorised advertisement details and establish whether the property is sold or rented.

Use the camera on your phone to scan the code displayed on the advertisement. The result should open the permit information on the Dubai Land Department website. Do not rely only on a QR image forwarded through a chat if you cannot see which listing it belongs to.

The permit card can show the advertising company, the property condition, and property specifications. Compare these details with the advertisement in front of you. A QR code should be relevant to that listing, not merely present somewhere in a broker’s profile or attached to a different unit.

### Details that should match

- The advertising company named in the QR result should match the company presenting the listing.
- The property description and specifications should correspond to the advertised property.
- The property’s status should be consistent with what is being offered, including whether it is for sale or rent and whether it has been sold or rented.
- The Trakheesi permit number shown in the listing should correspond to the permit opened through the QR code.
- The broker communicating with you should be connected to a licensed real estate office that can be checked through Dubai REST.

A mismatch deserves a direct question before you proceed. For example, a listing may use the name of one agency while the QR result identifies another, or the QR result may describe a different property. Do not assume that an explanation about a marketing partner resolves the difference without checking the parties and the property record.

On this website, each property listing displays its permit and QR information so that readers can perform this comparison independently.

## Madmoun in Dubai and Madhmoun in Abu Dhabi are different services

The Dubai service is called Madmoun and is associated with Dubai Land Department, RERA, Trakheesi permits, and QR verification for Dubai real estate advertisements.

Madhmoun, referred to in 2025, is an Abu Dhabi platform associated with ADREC. It does not apply to Dubai listings. A person searching for a Dubai permit should use the Dubai Madmoun QR process and Dubai REST rather than looking for the Abu Dhabi service.

The similar spelling can cause confusion, especially in advertisements that cover properties in more than one emirate. Verify the emirate first, then use the relevant regulator’s records.

## How to check a broker’s BRN in Dubai REST

BRN means Broker Registration Number. A broker should be registered in the RERA real estate brokers register under Bylaw No. 85 of 2006. Dubai REST provides details about real estate brokers and their performance levels, as well as information about real estate offices and their classifications.

Ask the individual broker for their BRN. Then search for the broker in Dubai REST and compare the result with the person who contacted you. Check the name, registration details, and the office connected with the broker. If the profile does not match, ask why before discussing payment, reservation, or a sale agreement.

The broker’s BRN is personal to the broker. It is different from the office registration number. A company may have a valid office record while a person claiming to represent it does not provide a matching broker record. A broker profile alone also does not prove that a particular property is available at a stated price; it is one part of checking the people behind the listing.

### What Dubai REST can show

Dubai REST is the smart real estate platform for owners, tenants, brokers, developers, valuators, investors, and other market users. For public verification, its relevant functions include information on brokers, real estate offices, certified developers, off-plan projects, project completion percentage, actual project photos, and project escrow account numbers.

For an off-plan listing, use the project record alongside the advertisement check. It allows you to compare the project named by the broker with project data, including the escrow account number. The project’s completion information is not a substitute for reviewing transaction documents, but it helps confirm that the project described in the advert is the project you are researching.

## Checking the agency: ORN and trade licence

ORN means Office Registration Number. It identifies the real estate office, while the BRN identifies the individual broker. Ask for both numbers if you are dealing with an agency rather than directly with a developer.

Search the agency in Dubai REST and compare the office name with the company named in the Madmoun permit record. The office record and advertising company should not be treated as unrelated details. If an agent says they work for one company but the permit points to another, obtain a clear explanation and check the office details.

A company’s commercial position also involves its trade licence issued through the relevant licensing framework. A valid-looking logo, website domain, social-media page, or WhatsApp account is not the same as a matching company record, ORN, and broker BRN.

| Identifier or record | What it relates to | What to compare |
| --- | --- | --- |
| Trakheesi permit number | The real estate advertisement | The number displayed in the listing and the permit opened by the QR code |
| Madmoun QR code | The authorised advertisement information | Advertising company, property description, specifications, and status |
| BRN | Individual real estate broker | The broker’s name and Dubai REST profile |
| ORN | Real estate office | The agency named by the broker, listing, and permit record |
| Escrow account number | Off-plan project payment account | The project record and the payment instructions provided to the buyer |

## Off-plan listings, escrow payments and Oqood registration

An off-plan advertisement requires more than a QR check. Law No. 8 of 2007 applies to developers selling off-plan units and receiving payments from purchasers or project financiers. It requires an escrow account to be opened in the name of the real estate development project, and each project must have its own separate escrow account.

Article 12 of Executive Council Resolution No. 6 of 2010 provides that, where a broker markets off-plan units, the broker must deposit the sale price into the project escrow account. The broker may not deposit the price into their own account or deduct commission from the sale price before depositing it into the escrow account. Any agreement contrary to that rule is null and void.

A request to transfer the unit price to a personal bank account is therefore a serious warning sign. Payment instructions should identify the project escrow account, not an individual broker, employee, introducer, or unrelated company account. The practical payment sequence and documents to review are described in [how to pay a Dubai developer through an escrow account](/how-to-pay-developer-dubai-escrow/).

Dubai REST provides off-plan project information including the escrow account number. Compare that number with the account supplied for payment. If the numbers do not match, do not treat a verbal explanation as confirmation that payment will reach the required project account.

Off-plan buyers also commonly search for “oqood.” Oqood is the registration process for off-plan transactions in the Interim Real Property Register under Law No. 13 of 2008. A listing, permit, broker record, and escrow account check do not themselves confirm that your transaction has been registered. The process for confirming registration is covered in [Oqood off-plan registration in Dubai](/oqood-off-plan-registration-dubai/).

Article 10 of the 2010 resolution requires a project marketed through a broker to be registered with the Dubai Land Department. The broker must be approved and licensed under Bylaw No. 85 of 2006, and the project marketing agreement with that broker must be registered. Article 11 states that an off-plan sale before project commencement approval and registration with the Dubai Land Department is null and void.

For project research, the [Dubai project catalogue](/project/) displays project information, including DLD and escrow details where shown, allowing readers to compare a broker’s materials with the relevant project record.

## Signs that a listing needs extra checks

A low advertised price by itself does not prove misconduct. It does, however, justify closer checking when it is materially below comparable offers and the advertiser cannot provide a permit number, QR code, broker BRN, or consistent property details.

- No Trakheesi permit number and no Madmoun QR code for a Dubai advertisement.
- A QR code that opens a permit for another company, another property, or different specifications.
- A person refusing to provide a BRN or giving a BRN that does not match the broker record.
- An agency name that does not match the ORN record or the company shown by the permit.
- Payment requested to a personal account, particularly for an off-plan unit.
- A claim of “exclusive” access without a written agreement or verifiable connection to the listing.
- Pressure to transfer money immediately before you can verify the permit, broker, company, project, and payment destination.

“Exclusive” is a commercial description, not proof that a broker is authorised to market a property. Ask which party granted the authority and request documents that correspond with the agency and broker you have verified. For a project, the broker’s marketing arrangement is subject to registration requirements described in Article 10 of the 2010 resolution.

Urgency can be legitimate where a property is attracting interest, but it does not remove the need for verification. A request to reserve first and receive documents later creates a risk that the buyer is being asked to act before the listing can be checked.

## Advertising and escrow enforcement: the AED 50,000 case

In 2020, RERA announced an AED 50,000 fine imposed on a real estate company following violations connected with escrow accounts and real estate advertising permits. The stated issues included promoting projects not registered in the company’s name, issuing investment contracts to customers, receiving money outside the escrow account, and launching a promotional campaign without the necessary permits.

The company was warned that the fine would be doubled if it was found non-compliant again. The stated possible measures also included suspension of the licence, closure of the office, and referral of violations to public prosecution.

This is a reason to check the permit and payment route independently rather than relying on an advert’s production quality. A polished video, detailed floor plan, or familiar development name does not answer whether the advertising company, broker, project, and account details match the official records.

## A practical order for checking a Dubai listing

Start with the advertisement itself. Save the listing URL, images, stated price, unit description, company name, permit number, and QR code. Advertisements can be edited, and retaining the version you reviewed makes it easier to compare later information.

Scan the Madmoun QR code and inspect the permit record. Compare the advertising company and property details with the listing. If they differ, stop at that point and request clarification rather than moving directly to a reservation payment.

Then verify the individual broker through Dubai REST using the BRN, and verify the office using the ORN. The broker, office, and permit company should form a coherent chain. Where a broker works with another company on a listing, obtain the details needed to understand that relationship before proceeding.

For off-plan property, locate the project in Dubai REST and check the project information and escrow account number. Confirm that any unit payment is directed to that project account. After contracting, confirm that the transaction proceeds through Oqood registration in the Interim Real Property Register.

For a completed property or a rental listing, the escrow-account step may not apply in the same way as it does to an off-plan purchase. The permit, QR code, BRN, and ORN checks remain relevant to the advertisement and the people presenting it.
