# Buying multiple units or a whole floor in Dubai: process, fees, financing and risks

> Bulk purchase in Dubai: registration per unit, DLD fees, financing several units, buying through a company, golden visa and concentration risk.

As of October 2026, a private buyer can purchase two to ten units or, where available, a whole floor in Dubai, but the legal registration, fees and exit route usually remain unit-specific. We are not aware of a separate “bulk” registration category at Dubai Land Department level or of a published DLD discount scale for volume purchases, so a larger purchase should be assessed as a concentrated portfolio rather than as an automatic discount opportunity.

## How a multi-unit or whole-floor purchase is structured

A buyer may reserve several apartments in one building, units across several buildings, or all available units on a floor. The commercial package can be negotiated together, but the ownership position must be checked unit by unit: unit number, price, payment schedule, parking allocation, floor plan, service-charge treatment and resale restrictions may differ.

For off-plan property, Dubai Land Department registers units sold off-plan in the Initial Real Estate Register. This registration is commonly called [Oqood](/oqood-off-plan-registration-dubai/). The applicable registration service states that the sale of an off-plan unit under a sale and purchase agreement must be registered within 90 days of signing.

We are not aware of a published DLD rule stating that a buyer taking five apartments must sign five separate SPAs, or that several units may always be placed under one SPA. Market practice often uses one Oqood registration per SPA, which can mean several registrations for several units, but this is not a published DLD rule. Before paying a reservation amount, ask the seller to confirm in writing whether the offer uses one agreement or separate agreements, how each unit will be registered, and whether every unit has its own payment plan. Where the paperwork is unclear, confirm the process with the developer and DLD.

After full payment and completion of the required registration process, a title deed is issued for the specific unit when it moves from the initial register to the Real Estate Register. A whole floor therefore does not automatically become a single title merely because one buyer acquires all apartments on it. The legal description shown in the registration documents matters more than the marketing label “whole floor.”

For an off-plan transaction, the project should be registered and buyer payments should go to the project escrow account under Dubai Law No. 8 of 2007 concerning Escrow Accounts for Real Estate Development in the Emirate of Dubai. The practical payment route is explained in [how to pay a developer through escrow](/how-to-pay-developer-dubai-escrow/). A broker may explain the documents and coordinate the transaction, but should not receive, exchange or hold client money: payments belong in the developer’s designated escrow process or, for completed-property transfers, through the relevant trustee process.

## DLD fees: calculate the portfolio unit by unit

The stated property registration fee is 4% of the transaction value. The DLD service describes it as 2% for the seller and 2% for the buyer, while the allocation in a particular transaction should be confirmed in the sale documents. In many transactions the buyer is asked to bear the full 4%, but that allocation is contractual rather than something to assume without reading the SPA or transfer documents.

For a portfolio purchase, we are not aware of a published DLD tariff showing a reduced 4% rate, fee cap or volume exemption for multiple units under one buyer. The working approach is to calculate the 4% against each contract or transaction value, then add any registration charges that apply to each unit. The buyer should ask for a written cost sheet before signing.

### Example: three units

Assume three units are acquired under values A, B and C. The registration-fee calculation is 4% of A, plus 4% of B, plus 4% of C. This is mathematically the same as 4% of the combined purchase value, but the supporting documents may remain separate by unit.

Once title deeds are issued after full payment, the stated first-registration fee is AED 540 per unit. For three units, that part alone is AED 1,620: AED 540 × 3. The total DLD-related amount will still depend on the individual purchase values and the stage of each unit. Use the [Dubai property purchase fees calculator](/dubai-property-fees-calculator/) beside the proposed cost sheet, then verify the final figures with the trustee office or DLD service channel handling the deal.

A seller may offer to cover, defer or structure part of the 4% amount as part of a sales campaign. Such arrangements are encountered in practice, but there is no public standard under which a buyer receives a larger concession merely by taking more units. Treat any offer as a contractual term: identify whether it reduces the price, credits a fee, delays payment, or applies only to selected units. Confirm what happens if one unit is cancelled, financed differently or sold before completion.

## Can five apartments be bought with a developer discount?

Possibly, but it should not be treated as a right. There is no published official volume-discount table or a standard rule such as “five units receive a specified reduction.” A larger buyer may encounter a negotiated price, preferred selection of units, a revised instalment schedule, or an offer to cover a transaction cost. The terms depend on the specific inventory and seller decision.

For a buyer considering two to ten units, the useful comparison is not only headline price per square foot. Ask for the net price of every unit, the exact payment milestones, the DLD registration treatment, any booking and cancellation terms, and whether there are restrictions on assignment before handover. If the offer includes several near-identical apartments, compare their orientation, floor, layout and expected competition from other units in the same project.

Project selection also requires checking delivery exposure and registration status rather than relying on a volume label. The agency can help compare projects and transaction evidence through [developer pages with projects and transactions](/en/developers/), prepare questions for the seller and organise documents. It does not provide legal or tax opinions. For off-plan risk controls, including project escrow and the possibility of delay, see [off-plan buyer protection and risks](/articles/off-plan-risks-dubai-buyer-protection/).

## Buying personally or through a company

A company is not required simply because a buyer acquires several properties. A private individual may buy eligible property in their own name. Holding personally can make the ownership chain easier to read, particularly where the intended buyer may later sell one apartment separately.

DLD states that property in designated areas may be registered to companies owned by non-UAE nationals that are registered in Dubai free zones or in other emirates under relevant agreements. The exact eligibility of a free-zone or other corporate vehicle must be checked before the reservation payment. Public guidance and professional commentary do not provide a single dependable matrix for every mainland, free-zone and offshore structure; sources differ on some categories. Confirm acceptance of the proposed company with DLD and the relevant registration authority.

For an overseas corporate purchaser registering an off-plan sale, the DLD service lists documents that can include a trade licence, owner identification, constitutional documents translated into Arabic and attested by the Ministry of Foreign Affairs, a free-zone NOC valid for one year, and a shareholder certificate. Requirements differ for an LLC and should be checked against the company’s actual form.

| Question | Buying personally | Buying through an eligible company |
| --- | --- | --- |
| Number of units | No company is required merely because several units are purchased. | Can be used if DLD accepts the structure and the property is in an eligible area. |
| Documents | Buyer identity and transaction documents. | Corporate licensing, constitutional and shareholder documents may be required. |
| Later sale | Each unit can be sold through its own sale process. | A direct sale of a unit follows the relevant property process; changes in shareholders of the owner company may also be treated as a property transfer requiring DLD notification and fees. |
| Residence status | Property ownership does not itself resolve visa eligibility. | Company ownership does not automatically grant residence to shareholders or directors. |

For individuals, Cabinet Decision No. 49 of 2023 addresses certain income from real estate held outside a licensed business activity. Corporate ownership raises separate corporate-tax and structuring questions. A broker should not determine your tax position in the UAE or another country. Obtain advice from a tax adviser and lawyer who can review your residence, company activity, accounting and intended exit method before a company is incorporated or used for a purchase.

## Mortgage financing for several units

DLD recognises a “mortgage portfolio”: a mortgage involving more than one property under one registration. That confirms the registration concept exists, but it does not mean every lender offers the same product or will finance a proposed portfolio.

The DLD mortgage-registration service states a registration fee of 0.25% of the mortgage amount. It also lists a service-partner fee of AED 4,000 plus VAT, or AED 5,000 plus VAT for Oqood. For off-plan financing, an electronic NOC from the developer is required. A mortgage that is not registered with DLD is invalid, and the mortgagor cannot dispose of the property without the lender’s consent.

Published market reporting describes financing limits differently, so lending ratios should not be treated as fixed from general online material. A bank will assess the borrower, the units, the stage of construction, its security requirements and its own credit policy. A buyer should also not assume that approval for the first unit means approval for the remaining four.

Read [mortgages for non-residents in Dubai](/dubai-mortgage-for-non-residents/) before approaching lenders, then request written indicative terms for the proposed number of units. The lender, not the broker, decides credit approval and provides the loan documentation. The buyer’s own lawyer or financial adviser should review obligations, default clauses and cross-collateral effects before signing.

## Golden Visa: can several units be combined?

Yes, the AED 2 million threshold may be met through the combined value of one or more properties, provided they are wholly owned by the applicant. This is relevant for a buyer acquiring several smaller apartments rather than one high-value property. A general outline is available in the [Dubai Golden Visa guide](/how-to-get-a-dubai-golden-visa-in-2026-long-term-residence-in-the-uae/).

ICP guidance allows property financed through a loan from an approved local bank and refers to one or more off-plan units with a combined value of at least AED 2 million from an approved company. The DLD investor service says that a mortgaged applicant needs a bank letter confirming the paid amount and outstanding balance. It lists a 10-year visa, a government fee of AED 9,884.75 and a stated processing time of seven to ten working days.

There is a material inconsistency to address before relying on the programme. A DLD FAQ refers to five-year residence for property worth more than AED 2 million that is fully paid and not mortgaged. The DLD investor page and ICP guidance differ on both mortgage treatment and duration. DLD’s investor page also does not clearly state whether an Oqood alone is sufficient for its own application route, while ICP guidance allows qualifying off-plan units. Verify the current requirements directly with DLD and GDRFA before committing to a purchase structure for visa purposes.

Property owned by a company does not automatically give a shareholder or director eligibility under the DLD investor wording, which refers to property in the applicant’s name. Do not assume that a company portfolio can simply be attributed to an individual shareholder for this purpose.

## Portfolio risks: one building, one delivery date, one exit market

Buying an entire floor may simplify discussions with one seller, but it concentrates exposure. If all units are in one project, they may share the same construction timetable, building management, service-charge budget and local rental demand. A delay affecting the project affects the whole allocation at once rather than one apartment.

Several similar units can also compete with one another. If an owner tries to rent or resell multiple apartments in the same building at the same time, prospective tenants and buyers can compare the owner’s own units directly. That can influence pricing decisions, furnishing strategy and the pace of disposal. This is a portfolio-management consideration, not a prediction about any project’s future performance.

Service charges should be modelled per unit and reviewed against the building documents. A small difference in layout or allocated area can affect recurring costs. The practical effect of such charges on holding costs is explained in [service charges and property returns](/articles/what-are-service-charges-in-dubai-and-how-they-impact-your-property-returns/).

For long-term rentals, Ejari registration is made per tenancy contract. The stated online Ejari fee is AED 177.75, while registration at a centre is AED 220. For a “rental pool” arrangement for ordinary freehold apartments, check with DLD which rules apply. If a management proposal uses pooled income or shared expenses, have its contract reviewed by an independent lawyer. Short-term rental permission is also not something to assume across a portfolio; market practice indicates that each property requires its own relevant permit and listing compliance should be checked with the competent authority.

Owners living abroad may appoint management for tenant communication, maintenance coordination and reporting, but should retain control over rent collection terms, repair limits and renewal approvals. [Receiving rental income from Dubai while living abroad](/articles/rental-income-dubai-living-abroad/) explains the operational questions to settle before handing over multiple apartments.

## Frequently asked questions

### If I buy five apartments from one developer, will I receive a discount?

A discount may be negotiated, but there is no public DLD volume-discount scale. Ask for written terms for every unit, including price, fees, payment schedule and cancellation treatment.

### Do I need a company to buy several properties in Dubai?

No. A private person can buy eligible property personally. A company may be used if DLD accepts the structure, but it creates additional document, tax and later-transfer questions.

### Can I combine several apartments for the Golden Visa?

Yes, the AED 2 million threshold may be met by one or more properties wholly owned by the applicant. Mortgage, off-plan and visa-duration rules should be confirmed with DLD and GDRFA because official pages are not fully aligned.

### Is there one Oqood for all units in a bulk deal?

We are not aware of a published DLD rule setting a universal one-contract or separate-contract approach for a package. Confirm the SPA and Oqood structure with the developer and DLD before payment.

### Are DLD fees charged once for the whole floor?

We are not aware of a published DLD bulk-fee concession. Calculate the 4% registration fee against each transaction value and account for AED 540 first registration per title deed after full payment.

### Can one mortgage cover several apartments?

DLD recognises mortgage portfolios involving more than one property. Whether financing is available depends on the lender’s approval, the units and the transaction structure.

### Can I sell only two units later and keep the rest?

Usually the exit should be considered unit by unit. For off-plan resale, an NOC from the developer and the payment threshold in the SPA may apply; completed-property sales follow the applicable transfer process.
